As a direct further development of the T 457.0, CKD presented two prototypes in 1988, for which the designation T 457.1 was initially planned. With the introduction of the new scheme in the same year, they became the class 731. During development, attention was paid to improve ergonomics and visibility in the driver's cab, among other things. A new frame was also used, which had deformation elements for better protection in the event of an accident. Like its predecessor, it is used in shunting service and for transporting light local freight trains.
Although the same engine was used as in the previous locomotive, the continuous tractive effort was increased from 104 to 170 kN. Also new was an dynamic brake, which is also useful for shunting. In 1991 and 1992, two series of 30 locomotives each were built, which initially replaced the T 435.0, T 458.1, T 444.0 and T 444.1 locomotives. Later they also took over the tasks of the T 457.0.
