Around 1910, the Prussian State Railways planned to electrify the lines which today belong to the Berlin S-Bahn. Sensing a decline in orders, the Verband norddeutscher Lokomotivfabriken (Association of North German Locomotive Builders) decided to convince the railway that steam locomotives can compete with electric multiple units. They had Henschel build a 2-8-2T tank locomotive in 1913 that was called “Kampflokomotive” (“Fighter Locomotive”) and had to prove that it was also able to provide a frequency of 30 trains per hour and more. It had a large boiler and three cylinders for better and smoother acceleration. To reduce smoke, it was equipped with an auxiliary oil firing and to reduce noise, the chimney had a silencer.

The locomotive was provided for free to the railway in February 1913. They numbered it 8508 and designated it T 14 like other 2-8-2T locomotives. It was tested with trains of 13 three-axle cars which weighed 300 tonnes. It was powerful enough for the planned frequency of 30 trains per hour and theoretically, it would have also been possible to increase that to 42 trains an hour. But on the other hand, it was still much louder than the electric trains and provided less comfort for the passengers when accelerating. Additionally, it had to stop after each round trip to refuel and to replenish water. It only took until May when the tests were stopped after the final decision to electrify all lines. Now the inside cylinder was removed and the locomotive was brought to the directorate in Breslau (Wrocław). After World War I, it was handed over to the French Est and numbered 4651.
