After the 20 Engerth locomotives of the later type Ec 2/5, the VSB got 20 more Engerth locomotives with larger drivers, which were later designated Eb 2/5. They had originally been ordered by the Südostbahn, but only entered service as series II of the VSB. The driver diameter was 1,590 mm, what made them suitable for passenger trains and allowed a top speed of 75 km/h.

The firebox was located between the first and second tender axle. In contrast to the earlier Engerths, the water supplies were also stored in the tender, what made it possible to mount a heavier boiler over the driving axles. Additionally, this led to the adhesive weight being unchanged regardless of the water level. Another change compared to the earlier locomotives was that the cylinders were now mounted inside the frames.

They were numbered 21 to 40. Starting from 1879, they got a new boiler that was considerably more powerful than the first one and had a pressure of ten bars. Most even got a third boiler that was operated at twelve bars. In 1895, 21 and 22 had been built completely new using the old frames. Most were only retired between 1910 and 1921 after being used for shunting in their last years.
