Gresley developed the V1 as a powerful tank locomotive for suburban lines. Its drive consisted of three cylinders cast in one piece. 82 V1 were built between 1930 and 1939, which were initially used in the Glasgow and Edinburgh area. These were followed by ten V3, which had a boiler pressure that was 20 psi higher. From 1948, a total of 71 V1 were rebuilt to V3 by the LNER and by British Railways. Their withdrawals took place between 1960 and 1964.
